JESSICA - Joint European Support for Sustainable Investment in City Areas, is an initiative of the European Commission developed in co-operation with the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB).  It supports sustainable urban development and regeneration through financial engineering mechanisms.
EU countries can choose to invest some of their EU structural fund allocations in revolving funds to help recycle financial resources to accelerate investment in Europe's urban areas.

JESSICA promotes sustainable urban by supporting projects in the following areas:

  1. urban infrastructure – including transport, water/waste water, energy
  2. heritage or cultural sites – for tourism or other sustainable uses
  3. redevelopment of brownfield sites – including site clearance and decontamination
  4. creation of new commercial floor space for SMEs, IT and/or R&D sectors
  5. university buildings – medical, biotech and other specialised facilities
  6. energy efficiency improvements.

The subject of funding JESSICA are:

  1. construction, expansion, remodeling, renovation of facilities for the creation or development of science and technology parks, hi-tech centers, centers of excellence, centers of education and implementation, business incubators,
  2. revitalization degraded urban (brownfield, former military, ports, residential, commercial), including the construction of new development and redevelopment of existing public infrastructure associated with the development of such economic, educational, social, recreational,
  3. construction, expansion, remodeling, renovation, adaptation and equipment of public utilities (excluding offices of local government units) and other objects of historic interest, the character and functions of the supra-local (including sports facilities, convention centers, exhibition), together with the necessary fitting-environment objects,
  4. comprehensive management of public spaces in urban centers such as by excluding them from traffic, construction of parking lots with a small architecture and infrastructure,
  5. construction of a new, expansion and reconstruction of the existing transport infrastructure trolleybus line, bus and rail (S-Bahn and tram) and the point of public transport infrastructure in the areas of regional lymph integration,
  6. complex thermo utilities, also connected with the transformation of existing heating systems, including the reconstruction of the heat sources renewable energy,
  7. decommissioning of existing coal heating systems and connecting customers to the district heating and local heating systems,
  8. expansion or reconstruction of centralized heat supply systems, including source and heat distribution network (including providing them with equipment to reduce emissions of dust and gas),
  9. expansion or reconstruction of infrastructure and the purchase of equipment for the production of energy from renewable sources, including heat build biomass, biogas and biofuels, solar construction.
